The municipal elections of April 12, 1931 in Madrid represent a great triumph of the Republican-Socialist, obtaining 69.2% of votos20 (88,758 votes to 33,939 for the conjunction and the monarchists), which resulted in 15 councilors Socialists and 15 Republicans, compared to 20 monarchists. The Republican victory in the capital and most provincial capitals is the breakdown of the monarchy and the advent, just two days after, the Second Republic. The revolutionary committee took office on 14 days ago, proclaiming the Republic in the Casa de Correos in Puerta del Sol, home of the Ministry of the Interior, before a crowd enfervorizada.21
The Constitution, promulgated in 1931, was the first to legislate on the state capital, setting it explicitly in Madrid, 22 Pedro Rico where the Republican was elected mayor by the municipal corporation, with five deputy mayors socialists: Andrés Saborit , Manuel Cordero, Wenceslao Carrillo, Trifon Gomez and Lucio Martínez.

The appearance of the city, due to the economic and political crisis, changed little during the years of the Republic. However, yes there were some significant milestones:
The House passed the municipal court in 1931, after separation of the assets of the Crown expropriated after the abdication of Alfonso XIII.
The construction of the Ciudad Universitaria, whose works had begun in 1928. Through the creation of the Construction Board of the City University of Madrid is given the final impetus for the completion of the project.
The start of the proposed rail links Madrid.
Start of construction of an administrative set on what had been the site of the old racecourse, located in the Paseo de la Castellana, to host the Ministry of Public Works and Government of the Republic, the Nuevos Ministerios.
The civil war severely damaged the city, especially the northwest, the Argüelles district and the University City, scenes of the battle of Madrid in November 1936.
